This burial strategy has been developed around the 11 themes which have been highlighted during the consultation process undertaken in 2024 and the future service delivery will concentrate.
The themes are:

- Theme 3 - Burial Fees and Charges
- Theme 4 - Management Rules
- Theme 5 - Ornaments on Graves
- Theme 6 - Pre-Purchase Scheme
- Theme 7 - Grounds Maintenance
- Theme 8 - Various Religions and Beliefs
- Theme 9 - Casket Only Interment Areas
- Theme 10 - Memorial Walls, Benches, Plaques and Trees
- Theme 11 - Evolving and Developing Burial Systems
