Ability to walk

The person who wants a Blue Badge may be eligible if either of the following apply to them:

• over the age of 2 with a permanent and substantial disability which means they are unable to walk or are virtually unable to walk
• over the age of 2 with a temporary and substantial disability, which is likely to last for more than 12 months but less than 3 years, which means they will be unable to walk or virtually unable to walk

Their eligibility will need to be assessed by their local authority, which may mean they have to attend a mobility assessment. You should complete the unable to walk application form (PDF, 1.31MB).
