Local Development Plan 3 (LDP3)
We have started work on preparing a new Local Development Plan (LDP3) for Dumfries and Galloway, covering a 10-year period.
Evidence report
We engaged with people on the evidence report from May to June 2024 and asked them what they thought about the initial ideas. These results were then used to inform the evidence report.
The evidence report is the first step in making a new plan for the area. It collects important information about the region to help make good decisions. This helps ensure the LDP3 plan is effective and benefits people and their communities. The report includes input from local people and places.
Dumfries and Galloway Council approved the report on 12 December 2024. It has now been sent to the Scottish Government to check if it has enough information to move forward. This is called the Gate Check stage. You can view the evidence report and other documents on the Planning and Environmental Appeals Division website.
Strategic Flood Risk Assessment (SFRA)
The Strategic Flood Risk Assessment (SFRA) helps Dumfries and Galloway Council understand flood risks in the area. It follows advice from the Scottish Environmental Protection Agency (SEPA). The SFRA helps the Council:
- find areas at risk of flooding
- identify places where climate change might cause serious flooding, needing different land use
- plan for water and green spaces
The SFRA shows current and future flood risks.

Call for sites and ideas
We want your help to plan the future of our area. You can share your ideas and suggest places for new projects from 31 January to 28 March 2025.
What we are looking for
- sites for new homes
- sites for businesses and employment
- spaces for community gardens
- parks and playgrounds
- locations for shops, leisure and tourist attractions
How we will decide
- we'll check if the sites suggested align with National Planning Framework 4, and if they are effective and deliverable
- we'll also look at things like flood risks and strategic environmental assessment requirements
Important notes
- sites included in Local Development Plan 2 will be reassessed to see if they can be included in Local Development Plan 3
- if a place is in a Local Place Plan then you don't need to suggest it again
How to share your ideas
- fill out the call for ideas survey or call for sites survey
- if you have more than one idea then fill out a separate form for each
If you have additional information to support your site being included in the plan, please send a separate email to LDP@dumgal.gov.uk quoting the site reference number given to your submission.

The development plan scheme lets you know what is happening with the new plan. It also sets out when, how and why you should get involved in the various stages of preparing LDP3.
